ixoblakp cb17ce8d2a feat(opencode): Windows PowerShell installer and Desktop key file 
CLI and Desktop share %USERPROFILE%\.config\opencode. Persist the API
key in .arka-api-key so GUI apps do not need a login-shell export.

ixoblakp 22938b01ca refactor: move OpenCode artifacts under opencode/ 
arka/public is the dump for all Arka downloads. Keep a root stub so the
old installer URL still works. Document in-OpenCode bash install.
